R\u00e9g\u00e9n\u00e9rer notre oc\u00e9an et nos eaux d\u2019ici 2030 \u00bb, nouvel instrument d&rsquo;Horizon Europe, propose une approche syst\u00e9mique de la protection et de la restauration des oc\u00e9ans, des mers et des eaux europ\u00e9ennes.<\/p>\n<p>Elle vise \u00e0 soutenir le d\u00e9veloppement et le d\u00e9ploiement de solutions concr\u00e8tes et innovantes, appuy\u00e9es par la science, afin de (1) prot\u00e9ger et restaurer les \u00e9cosyst\u00e8mes marins et d&rsquo;eau douce ainsi que la biodiversit\u00e9, (2) pr\u00e9venir et \u00e9liminer la pollution de nos oc\u00e9ans et eaux, et (3) rendre l&rsquo;\u00e9conomie bleue durable, neutre en carbone et circulaire.<\/p>\n<p>Pour concr\u00e9tiser ces objectifs\u00a0la Mission d\u00e9ploie un large \u00e9ventail de ressources\u00a0: projets de recherche internationaux, site internet et ressources documentaires, plateformes d\u2019\u00e9change et communaut\u00e9s de pratiques, \u00e9v\u00e8nements*.<\/p>\n<p>Parmi ces ressources, la Mission s\u2019est dot\u00e9e d\u2019un <strong>programme d&rsquo;assistance technique<\/strong> sur-mesure destin\u00e9 \u00e0 accompagner concr\u00e8tement les porteurs d&rsquo;initiative les plus prometteurs &#8211; \u00eeles, ports, p\u00eacheurs, populations littorales \u2013 pour renforcer la faisabilit\u00e9 et le d\u00e9ploiement de leurs actions.<\/p>\n<p>In this context, <strong>au sein du consortium pilot\u00e9 par Technopolis Group, SML est intervenu sur l&rsquo;ensemble de la cha\u00eene d&rsquo;assistance, depuis l&rsquo;\u00e9valuation initiale des candidatures jusqu&rsquo;\u00e0 l&rsquo;accompagnement op\u00e9rationnel des projets retenus.<\/strong> Notre r\u00f4le s&rsquo;est articul\u00e9 en deux phases compl\u00e9mentaires :<\/p>\n<ul>\n<li><strong>\u00c9valuation et s\u00e9lection des projets<\/strong> : SML a \u00e9valu\u00e9 plus d&rsquo;une trentaine de candidatures sur les deux phases du programme, analysant leur pertinence, leur faisabilit\u00e9 et leur contribution aux objectifs de la Mission. Nos recommandations ont contribu\u00e9 \u00e0 orienter le choix final des projets \u00e0 soutenir.<\/li>\n<li><strong>Accompagnement technique sp\u00e9cialis\u00e9<\/strong> : nous avons fourni un appui cibl\u00e9 \u00e0 6 projets s\u00e9lectionn\u00e9s, sous des formes vari\u00e9es selon les besoins : analyse documentaire, ateliers participatifs, diagnostics r\u00e9glementaires, territoriaux, \u00e9conomiques ou environnementaux. Chaque assistance a abouti \u00e0 des recommandations concr\u00e8tes pour am\u00e9liorer la viabilit\u00e9 des actions et soutenir leur d\u00e9ploiement \u00e0 plus grande \u00e9chelle.<\/li>\n<\/ul>\n<p><em>*SML est par ailleurs impliqu\u00e9 dans la <a href=\"https:\/\/strategies-marines.fr\/en\/2025\/08\/14\/moisp\/\"><strong>Plateforme d&rsquo;assistance pour la mise en \u0153uvre de la Mission Oc\u00e9an<\/strong><\/a>, au sein de laquelle nous animons notamment la Blue Parks Community, r\u00e9seau europ\u00e9en des acteurs de la protection marine. <a href=\"https:\/\/strategies-marines.fr\/en\/2025\/08\/14\/moisp\/\">En savoir plus &gt;<\/a><\/em><\/p>\n<p>Parmi les projets accompagn\u00e9s par SML :<\/p>\n<ul>\n<li><strong>Seagrass Blue (Scaling seagrass meadows for carbon removal and ocean biodiversity) &#8211; <\/strong>Ce projet vise \u00e0 cultiver des herbiers marins (<em>Posidonia oceanica\u00a0<\/em>and<em>\u00a0Cymodocea nodosa<\/em>) dans des modules artificiels semi-immerg\u00e9s, au-del\u00e0 des zones de peuplement naturel, pour s\u00e9questrer du carbone et stimuler la biodiversit\u00e9 marine locale. SML est intervenu sur la pr\u00e9s\u00e9lection de zones d&rsquo;implantation potentielles en M\u00e9diterran\u00e9e fran\u00e7aise, l&rsquo;analyse des options d&rsquo;autorisation administrative, et les sc\u00e9narios de fin de cycle &#8211; c&rsquo;est-\u00e0-dire le devenir des herbiers une fois cultiv\u00e9s.<\/li>\n<li><strong>Micro-habitats &amp; ports de plaisance (Pays-Basque, France) &#8211; <\/strong>Port\u00e9 par l&rsquo;association Communaut\u00e9 Open Lande Nouvelle-Aquitaine, ce projet vise \u00e0 stimuler l&rsquo;installation de micro-habitats (i.e. r\u00e9cifs artificiels) dans les ports du Pays basque pour contribuer \u00e0 la restauration de la biodiversit\u00e9 marine. L&rsquo;assistance a couvert l&rsquo;\u00e9valuation scientifique et \u00e9cologique du projet, l&rsquo;identification et l\u2019\u00e9valuation de prestataires techniques, l&rsquo;analyse des co\u00fbts, l\u2019identification de voies de financements, et la mobilisation des parties prenantes locales. L\u2019assistance technique a notamment permis de mettre en lumi\u00e8re une volont\u00e9 collective des acteurs du territoire et de mettre en place des perspectives concr\u00e8tes de coop\u00e9ration.<\/li>\n<li><strong>Ceinture bleue des \u00eeles de Houat et Hoedic (Bretagne, France)<\/strong> &#8211; SML a accompagn\u00e9 les deux municipalit\u00e9s insulaires dans le d\u00e9veloppement d&rsquo;un projet de protection marine autour des \u00eeles (\u00ab Ceinture Bleue \u00bb). L&rsquo;assistance a inclus une revue d\u2019initiatives comparables en France et en Europe, une analyse des cadres r\u00e9glementaires et strat\u00e9giques pertinents, une \u00e9tude d&rsquo;opportunit\u00e9 pour une \u00e9closerie sur Houat, et la mise en place d&rsquo;un comit\u00e9 de suivi r\u00e9unissant acteurs publics locaux et gestionnaires Natura 2000.<\/li>\n<li><strong>ESTeM (Zembra, Tunisie)<\/strong> &#8211; Ce projet vise \u00e0 int\u00e9grer les p\u00eacheurs artisanaux dans la cha\u00eene de valeur du tourisme durable autour des Aires Marines Prot\u00e9g\u00e9es de Zembra (Tunisie). L&rsquo;assistance technique a consist\u00e9 en l&rsquo;\u00e9valuation de la faisabilit\u00e9 du mod\u00e8le d&rsquo;incubateur BlueSeeds pour la Tunisie, une revue des pratiques de r\u00e9plication et de mise \u00e0 l&rsquo;\u00e9chelle, l&rsquo;\u00e9laboration d&rsquo;un cahier des charges pour un label local de durabilit\u00e9, et la conception d&rsquo;un dispositif de suivi de l\u2019AMP int\u00e9grant des indicateurs socio-\u00e9conomiques et environnementaux.<\/li>\n<li><strong>GATEWAY (Tenerife \u2013 Huelva)<\/strong> &#8211; Ce projet vise \u00e0 \u00e9tablir un corridor maritime vert entre les deux ports, en transition vers les carburants bas et z\u00e9ro \u00e9mission. L&rsquo;assistance technique a inclus une analyse comparative des options de carburants (bio-GNL, m\u00e9thanol, hydrog\u00e8ne et ammoniac), une analyse SWOT des technologies c\u00f4ti\u00e8res et embarqu\u00e9es, une cartographie des financements europ\u00e9ens disponibles (CEF\/AFIF, Fonds pour l&rsquo;Innovation) et un conseil sur l&rsquo;\u00e9ligibilit\u00e9 et la logique d&rsquo;investissement par phases.<\/li>\n<li><strong>Postav svoju hr\u00e1dzku \u201cBuild your own dam\u201d (Kysuck\u00e9 Nov\u00e9 Mesto, Slovaquie)<\/strong> &#8211; Ce projet vise \u00e0 revitaliser un cours d&rsquo;eau du bassin du Danube par des mesures de r\u00e9tention d&rsquo;eau, notamment via l&rsquo;installation de petits barrages en bois favorisant le repeuplement piscicole. L&rsquo;assistance technique a port\u00e9 sur l&rsquo;\u00e9laboration d&rsquo;un budget (CAPEX\/OPEX), la revue et la priorisation des sources de financement disponibles, et la mobilisation des parties prenantes locales pour des candidatures conjointes.<\/li>\n<\/ul>\n<\/div><\/section><\/div><\/div><!--close column table wrapper.
