Evaluation of the CLLD-EMFF 2015-2021 programme of the Pays de Brest (Brittany)

April 2021 – June 2022

The Pays de Brest Metropolitan Pole (PMPB) wished to be assisted in carrying out a multifund assessment of its CLLD-EMFF and LEADER programmes for the 2014-2021 period, with the aim of preparing its future application as a LAGFA (Local Action Group for Fisheries and Aquaculture – CLLD-EMFF) and LAG (Local Action Group – LEADER) carrier structure for the 2021-2027 period. SML was commissioned by the PMPB to carry out the assessment of the CLLD-EMFF programme for 2015-2021 – alongside Eureka 21, which was in charge of evaluating the LEADER programme.

The study highlighted the added value of the programmes, but also allowed us to draw up, together with the actors of the territory, avenues for improvement and development for the 2021-2027 programme.

PROCESS OF THE PROJECT

  • April 2021

    Launch

  • PHASE 1

    Review of the 2015-2021 programming period

    Quantitative (number of projects, number of beneficiaries, distribution of the financial envelope, etc.) and qualitative (interviews, review workshop organised with project leaders and members of the governance) assessment. Carrying out of a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats).

  • PHASE 2

    Recommendations and areas for improvement

    Carrying out a benchmark of territories (LAGFA and LAG) in order to identify replicable “good practices” (governance, project monitoring, communication) at the scale of the PMPB and drafting recommendations for the 2021-2027 application.

  • PHASE 3

    Preparation of future applications

    Organisation of 2 CLLD-EMDD consultation workshops (1 face-to-face – 1 virtual) with the actors of the territory in order to identify the priority issues and needs for the territory as well as examples of projects that could meet these needs. These elements have helped to define the main axes of the CLLD-EMFF strategy of the PMPB.
